Abstract

Civil responsibility of parents about their children, prior to their birth, which causes their disability, is one of the issues that however not much focused in jurisprudence, requires explanation and analysis so that the rights of this group of people, be established. This would be approached by referring to some juridical principles. Principles such as Principle of No Harm determine that sometimes parents must be responsible for the disabilities of their children. Parents are also responsible in the times when the action from mentally retarded people which damages others, which also is confirmed by juridical and law texts and its limitations are determined.
