		<Abstract>The main question discussed now a days in the industry   is that “does the force majeure clause comes under the concept of the sanctions in the international contracts? “.  To answer this question the force majeure is analyzed conceptually in this paper and it is concluded that force majeure should be “unforeseeable” further to it is other characteristics which are “beyond control” and “non fault”. In political circumstances, prevailing in Iran  the occurrence of extensive sanctions is foreseeable, therefore it is not suggested to incorporate force majeure in the concept of the sanction. Eventually it is concluded that contractual excuses other than Force majeure could be categorized as under the concept of sanctions and it could have considerable impact on the performance and the essential bodies of the contract.</Abstract>
